Springton Lake Principal Charged with Child Porn, Feds Say

Troy Czukoski, who has been on leave from the district since October when a federal investigation was launched, has been charged by the U.S. Attorney.

Federal charges have been filed against Springton Lake Middle School Principal Dr. Troy Czukoski.

Czukoski, 42, of Exton, was charged with one count of possession of child pornography, according to U.S. Attorney’s Office Public Affairs Specialist Patty Hartman.

Czukoski possessed more than 150 but less than 300 images of children engaging in sexually explicit conduct, according to U.S. Attorney Zane David Memeger.

Czukoski was placed on leave in October when Rose Tree Media School District officials were notified of a federal investigation, however, there was no word as to what the investigation was regarding.

If convicted, Czukoski faces a maximum possible sentence of 10 years in prison, a mandatory five years of supervised release up to a lifetime of supervised release, a $250,000 fine and a $100 special assessment, according to Hartman.

The U.S. Attorney charges that:

"Czukoski knowingly possessed books, magazines, periodicals, films, video tapes and other matter, namely two flash drives, CDs and DVDs, which contained more than 150 but less than 300 visual depictions that had been produced using materials which had been shipped and transported in interstate and foreign commerce. The production of these visual depictions involved the use of minors engaging in sexually explicit conduct and the visual depictions were of minors engaging in sexually explicit conduct."

The case was investigated by the United States Postal Inspection Service and is being prosecuted by Assistant United States Attorney Michelle Rotella.

This was Czukoski's first year in the RTM School District, although he has been in the education industry for 20 plus years.

Prior to Springton Lake, he was in Phoenixville School District where he was a middle school principal for seven years and then moved up to their district office. He was hired as Springton Lake principal in July.

Czukoski's attorney, Joseph Green Jr., says that Czukoski himself was a victim of child abuse and is now seeking help, NBC10's Lu Ann Cahn reports.

"Troy has never mistreated any child, and there is no suggestion that he has ever done so. He is a victim of horrible mistreatment," Green told NBC10.

 

This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by United States Attorneys' Offices and the Criminal Division's Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.

Can someone please tell me why Mr. Wigo was given a raise for job well done when he hand picked this guy and brought him here. He was booted out of Phoenixville, but yet RTM hired him??? I think whoever did the background check on this guy needs to go as well.....I know he was up for a job in another district last summer, but they knew of the red flags from PVille and wouldn't hire him. Is he a friend of Wigo's???? That how he got the job??? The taxpayers of RTM should all be at the next school board meeting demanding answers for our so called superintendent.

Anyone connected with the hiring of the pedophile should resign or be fired immediately including any school board members. Others knew their were red flags and did not hire the man but RTMSD overlooked these and endangered children.

Class...he had a closed file and was reassigned during the school year from another district before RtM....so yes, Wigo knew, as did many others in the field of education from other districts. He applied elsewhere along with RTM, the other districts were smart and said no way after checking his background....so my guess is Wigo is friends with this guy and that is why he was hired....s yes, Wigo needs to go!

The facts are he was a principal in PVille school district last year. He got reassigned to the admin building right before PSSA testing. That does not happen unless there was something serious in that district. A sealed file means some kind of misconduct. So maybe WIgo was not privy to what was in that file, but he knew one existed! Because of this file, another delco school district passed on Cz, but not RTM....why is that????

I am not sure at how this all got through the so called "screenings", but it is just to show you that the screenings are not all that worthy at this district. As far as I know, his wife- separated, knows what is going on and she is not happy about this at all. So, yes this is RTMSD. They do not care about our money. They only care how they look in other people eyes. It is not a school that I would considering to boast about. There are better schools out there.

so im a student from pville middle school and i find it funky that we were told as students that he was being promoted to one of the even higher rankings then the principal like head administrative. then i found this out that he never was promoted but reassigned to a new school and that brings some suspicion doesnt it?

Agreed a background check is not going to have "Pedophile" with a check mark next to it. But there are other flags and circumstances in a person's background that should have raised a flag, or at the very least intuition that something was not right. There appear to be plenty of tell-tale signs that something was amiss. If there is doubt, then further digging is needed. Or move on to the next candidate. Anyone in a position of authority that has hiring capacity knows this.

Something stinks here, it sounds like there is much more to this story. The RTMSD hired Superintendent Wigo just a couple of years ago. He bounced around prior to coming here and ran an all boys correctional school, for under privileged kids???
No wife or children mentioned in his bio. Within weeks of hiring Czukoski, CZ is busted for having little boy porn. It was know by Wigo he had a sealed file prior to hiring, so something was bad enough to hide. Since Wigo was hired RTM fell in the state rankings. Now he has completely humiliated and damaged this school district. Wigo should be fired and the school board itself reviewed for hiring this man with a questionable background.

Wow, what a detective you are! How has the FBI not hired you yet?! Just because someone doesn't have children or a wife/husband doesn't automatically mean they are a pedophile or something is wrong with them. Maybe they don't want to drive a mini van filled with kids and be a soccer mom. Maybe those people can't have children. Wigo didn't bounce around, he worked at Upper Darby for years and before that was at St. Joe's University.

Phoenixville has its problems. Four years ago HS principal, AD, Aministrator 1 and Administratir 2 shown the door. 700k in money missing. They sued their Superintendent. They fired the basketball staff for moving a 6 foot 8 star into the district and paying his rent. They fired the interim coach tied to the crew. They fired the next guy. The current principal was passed over 3 times and now people are raising eyebrows. They had a wrestling coach go to jail for having sex in school with a 15 year old. My guess they knew about Troy and suggested he leave. How did he have such a high profile attorney even before anything came out? RTM should demand a statement from Phoenixville and Phoenixville Attorney Ronald Williams of Fox Rothchild.

Troy Czukoski's hiring happened on the watch of 3 school board members who are up for reelection in November of this year--Linda Fox, Nancy Mackrides and Peter Barry. We taxpayers have the opportunity to demonstrate our outrage at the hiring of Czukoski by voting out these three members if they decide to run for reelection. Keep these names in mind--Fox, Mackrides and Barry and just say "NO".

there is a simpe way to get to the bottom of things here. Phoenixville School District has a fool proof security system that tracks all emails in and out and between district personnel. So, they can see what was really discussed, they can see what this man looked at, and they can see if any one else is involved not only in the crimes but the cover up. I looked into a post on this site and in fact there was an audit that revealed hundreds of thousands of dollars were missing. This is the only School District in the United States of America that could have that much money missing and not have any formal charges brought on by the Chester County District Attorney. Not even a statement from Chester County, I hear.

Indeed many people were fired and nothing done about the missing money. It appears their attorney (also named in the postings) works well with the Chester County people. I read a recent article in the WC Daily News, where the Chester County Commissioners praised him for saving them money.

So, to the point, if Phoenixville can suppress a cover up that involved hundreds of thousands of dollars and multiple 6 figure salaried people, and their solicitor is a pal of the county , then Phoenixville could send their trash out of town in the middle of the night and no one would be wiser. This would be a great case for the new Lt. Govenor. Not only could should put some crooked men behind bars she could clean up a little of the good ole boy system.

The principal used a lawyer in civil matters named Butera. There is a Butera on School Board. Is there a relation here? It appears there is. The personal lawyer Butera was with the current school board members firm or represented them in a case in Montgomery County. Someone needs to investigate this and on a local level. Its starting to smell real bad. Phoenixville needs to answer some questions.

I agree with you @KMC! I think that ALL taxpayers/voters in RTM should be addressed. This is NOT just a SLMS issue, it's the whole SD, and we ALL voted these people in and pay their (Wigo's) salaries. It is my beliefe that they are sweating bullets right now and trying to downplay this as much as possible, hence not making the meeting known to the whole district. Even though you didn't get the call, like you said, you are a RTM parent, soon to be SLMS. PLEASE COME!

I went...I think it went well and it was reassuring to hear about the hiring process. Turnout was low IMO. Maybe 60 parents? I left liking Wigo more than I thought I would. BTW, he's probably reading these comments. He addressed lots of rumors...no sealed files, no red flags that were ignored. He questioned Dr C's transfer to central office and was reassured by personnel at Px that it was like a promotion and that he was hand picked because if is computer knowledge. Dr C went through multiple panel interviews before getting to Wigo. Parents asked tons of good questions. I believe the background check may have been the problem here as one parent commented that another school system passed Dr C over saying "no way" after their vetting process. Would love to hear more on that. Another parent with strong Px ties said her friends were NOT surprised by the news about Dr C..,,really??? Px=phoenixville

I was there too @Phillysuburb, and I agree that the turnout was relatively low. See my comment below (in reply to @KMC) about that fact that not ONE board member was there!? I, too, was left still feeling unsure about the Phoenixville issues and the fact that many people there seemed to have thought it was fishy that he switched jobs mid-year (and then left). It certainly seems like *something* went down that was not good, and while I do not think it was suspicion of child porn, it could not have been good. FWIW, I saw that PXSD posted a statement on the front page of their website re; Dr. C. Thanks for the update - someone in-boxed me this tidbit of information. ---

The network for "passing the trash" as it is commonly called in educational circles is vast. Districts with badly behaving teachers or administrators either seal files or remove damaging criteria in order to get rid of these people, yet enable them to be employable elsewhere. Often there is an agreement with these individuals that if they leave without a fight, Districts will provide glowing recommendations and whatever else is needed to insure their employment in another district. If you google "passing the trash" you will see how prevalent this practice is. As far as school boards are concerned, it is far less expensive and embarrassing to "pass the trash" than pursue investigations or disciplinary measures. Sadly, at no time, is the welfare of the students even considered. If the Feds had not gotten involved, Czukoski would have been protected by this system for his entire career.

They also mentioned Wigo has been "passed" or changed roles often...

@KCM I was at the meeting and wondered the same thing. Not ONE board member was there!!?! That doesn't look good on their part at all. This is the icky part of public education, IMHO: politics. And FWIW, the RTM school board is 100% Republican, and there hasn't been an Independent or Democrat on the board in recent memory (ever??). It all just smacks of back room deals, helping out your buddies, old boy's club...and this is supposed to be about our CHILDREN, not the (mostly white male) administrators' salaries/reputations/buddies/jobs. I, too, hope that many people show up at the next board meeting.

I read that statement from PHX. I wonder how much of that activity started while Dr C was in their district? If they are smart, they better start doing a sweep of their computers. Who knows what they will find.

At some point, the RTM District will need to address the issues with the public at large; i.e. tax payers. Smugness regarding it is simply a parents right-to-know is basically a slap in the tax payers face.

If you're a member of the press go anyway. If you're a member of the community go anyway. In Great Valley School District last year, they covered up an accused child molester in the school and left him in close contact with all the elementary school students. You're situation gets repeated over and over, all across the state. Speak up and document the meeting, that is the only way the school administrators will ever change. Good Luck.
