Delaware County Councilman John McBalin with the help of Delaware County Library System (DCLS) Board President Mary Pat Lynam, and her Grand Daughter Natalie Lynam picked Tinicum Township resident Carol Parsons as the grand prize winner of the library systems raffle. The prize was tickets to an upcoming Philadelphia Union Game at PPL Park.
